Hedge Needs Cutting Back & Controlling

Hi, The hedge to the side of my garden (entrance to Pasco Drive) was looked after by Wimpey when the the housing estate was being built. On my deeds I am not responsible for the hedge as I own the right/back to my garden. The hedge is now an eyesore and is out of control. My neighbours are unhappy and it contains rubbish. Please can you review the situation, as the control of this boundary should be adopted by the council.
